where can I get more details about ASHRAE 90.4 to know more about calculation of ELC and MLC?

ALSO, IF a project followed option 1 to get the highest score (18) and used ASHRAE 90.4 recommendations would they still be able to pursure option 1 and hit the score or would they be forced to follow option 4 only?

ASHRAE 90.4-2016 is available for purchase through the ASHRAE bookstore: https://www.techstreet.com/ashrae/standards/ashrae-90-4-2016?product_id=1922463 No, following the ASHRAE 90.4 recommendations would not prevent a project from following Option 1, nor would they be forced to follow Option 4.
