Our project is a mixed use office/retail/park development with only one internal street crossing the site. In determining whether to apply Option 1 or Option 2 to our project, it appears that the use of the plural in the option title is extremely relevant. Are you aware of any guidance or precedent which would indicate that if there are not a minimum of two streets in a project then Option 2 should be applied?
