In reviewing the language for Option 1 item 2, it is not clear if this language applies to all trades under the construction contract. I typically work on large projects where the general contractor self performs very little work. Most work is completed by subcontracted trades. While documenting item 1 is challenging but feasible for all trades, it is unclear how item 2 should be approached. Would items 1 and 2 only apply to the general contractor, or do we need to demonstrate that all trades on site have some level of participation in one of the programs listed under item 2?  The language only generically notes "construction workers" which is making it difficult to understand the scoping of this language as it applies to the listed intent.
