I am confused in how the Reference Guide explains the Option 1 calculations for wet-applied products. On pg. 664 in Table 4, it shows a VOC Budget calculation in reference to Option 1 and states you have to compare a baseline and design case in a VOC content budget. I thought Option 2 only requires the VOC Budget, and Option 1 only requires VOC compliance and compliance with CDPH v1.1-2010. Can someone provide me a better explanation? Thank you.

If your wet-applied products are 100% compliant with the VOC content limits, then Option 1 doesn't require a VOC budget. The option to do a VOC budget is available to you, if you have some products that don't meet the requirements.
