I'm having a hard time understanding the "1 designated carpool drop-off area for low-emitting and fuel-efficient vehicles" in Option 1.
I'm working on a project which only has space for one carpool drop-off lane. We're considering striping 20 feet at the end of this lane in a different color and putting up a sign stating "LEV Carpool Drop-Off" to designate it for LEV only. However I haven't been able to find an example of acceptable documentation for this.
Does anyone have an example of how to document this drop-off area?

While I don't have any examples, I can tell you how I would approach it. It'd submit a site plan showing the drop-off lane, where your stripped LEV section is, and how it flows [remembering to give the LEV space preferable treatment -- maybe closer to the entrance].
The reference guide also says something about a sticker program instituted by the the school [page 64, third paragraph in the SCHOOLS "implementation" section]. I would have the school write up a program by which parents can apply for a LEV vehicle sticker to be able to drop off/pick up in your designated space.
