Looking through the requirements of LEED ND v4 I can only find reference to the OPR in one location - embedded within Appendix 4 as a requirement for GIB prerequisite Minimum Building Energy Performance - Option 2 Prescriptive Compliance. The OPR is usually developed by the Cx, but neither is there a requirement for a Cx as part of LEED ND. There doesn't appear to be much information around on this. Could you please clarify for me the requirement for an OPR as part of LEED ND?

There is no requirement in LEED ND for a project team to compile and submit a formal Owner's Project Requirements (OPR). As you identified, this may be a component of referenced standards where they are applied, but LEED ND does not have a blanket requirement. It is highly recommended to establish a set of project goals as part of the integrative approach early on, as outlined on page 10 of the ND v4 reference guide, but this is optional.
The same is true for commissioning in LEED ND. There is no blanket requirement, but the intention of the Certified Green Building prereq and credit is that at least one building within the ND project will undergo the full building-specific certification process, which may include commissioning where appropriate.
