In the reference guide it states that for this credit you can gain 1 point for essientlly setting you building up for future demand response. Is it required to install the DR system if you go for 1 point? Or is the installation and proof there of of a DR system only required to get the second point?

Yes the system must be able to respond to a future demand response program. It must be installed as part of the project's construction.
The second point would be for signing up for the demand response program offered by the local utility. In that scenario you would obviously need to have the system in place or you couldn't even sign up.
