O+M Starter Kit for CI

Our CI project Owner is occupying 100% of the building, including core space. They are also responsible for operations and maintenance practices. However, they are do not own the building. We have a Green Cleaning Plan and an Integrated Pest Management Plan that are in accordance with the NC Innovation Credit O+M Starter Kit that will be implemented by the project Owner. Has anyone had a project with a similar scenario and been granted the O+M Innovation credit for their CI? Is there reason to believe GBCI would not grant this if we wrote a special circumstances narrative for it? Thanks!
