For a major renovation project, is it acceptable to use a much larger occupant number for the HVAC systems design and number of fixtures based on usable square footage and then use the much smaller current “actual” FTE occupant number for LEED credit calculations? The “actual” occupant numbers represent the current known population but we want to size the equipment appropriately in case of possible future expansion.

You may use the actual FTE for LEED credit calculations, but do make sure to review your assumptions with the Client so there's no confusion.
