Two questions for two projects:
1) If there are many hundred secure bicycle racks just outside the building, outside of the zero-lot-line LEED boundary, none of them especially dedicated for the project but definitely available – do they comply?
2) For a nursing home (for elderly and sick), do the residents there count as residential and have to have 15 % bicycle parking spaces? They will obviously not be able to bike! Or is it sufficient to calculate on 5 % on FTE only?

Regarding #2 - patients are excluded from the bicycle parking requirements. Staff and visitors, however, must be included.
