We are working on a project that is trying to achieve this credit, but I've encountered two problems:
1. Some of the cut sheets do not specify the VOC test methodology.
2. One specific traffic paint does not display any information regarding VOC's, which makes me think this particular item does not comply. (parking lot is located underground and within the weather barrier)
We have reached unsuccessfully the manufacturer for the confirmation of the missing data.
Have we lost the opportunity to earn this credit?

1. If the products are produced or sold in the US or if their VOC claims are in “g/L less water & exempt compounds,” you can be confident that US-EPA/ SCAQMD methods were used. Manufacturers should be able to provide the required data. Data for non-US products may be more difficult to obtain.
2. Your underground parking lot is not heated or air-conditioned, is it? If you only provide ventilation and the garage is open to the outdoors at all times, your garage may be exempt from IEQc4. Underground parking garages that are “inside the exterior moisture protection envelope,” but “not technically interior space,” are exempt from IEQc4 because they are “unconditioned, non-regularly occupied space.” See LEED Interpretation #1767:
