Hello Janet,
Yes, you can provide a single letter from the building/project on sharing usage data for both Building-Level Water Metering and Building-Level Energy Metering. You can upload the same letter in both Building-Level Water Metering and Building-Level Energy Metering in the LEED Online.

piggy-backing onto this discussion...i just received a comment back from gbci that states:
"the letter has been signed by the building owner, but should be signed by someone who has access to the consumption data".
we have revised our Letter of Committment template accordingly.

I am not sure how the GBCI assumed that the building owner will not have access to the consumption data, specifically for the NC projects. Probably, it could have been Core and Shell project, so access to the consumption data for the owner may not be possible. In general, I think a letter signed by the project Owner is always accepted for NC projects.

Agree with Bipin. You can use a single letter signed by the building owner on sharing usage data for both Building-Level Water Metering and Building-Level Energy Metering for LEED v4 New Construction.
