I am working on a multi-residential building with less than 10% of gross retail area in the ground floor. The project is under LEED CS and the owner will provide all fixtures for the multi-residential units, but provide any fixture for the retail space is not in the scope of the project (there will be left just the water taking point so the future tenant can install whatever is needed).
Should it be included in the calculation the FTE and transient water usage occupants for the retail area if the water fixtures and so on are not in the project scope? (calculated by the CS Appendix 1 table 1 FTE and Transients based on square footage)

No. If the retail plumbing fixtures are not part of the project scope, then the water use calculations would not include the retail occupants or plumbing fixtures.
