We are working on a multiple-floor LEED project within a skyscraper in downtown Pittsburgh. Our client will be renting these floors from the building manager using a full-service lease, meaning that they do not pay their utility bills and have no way of knowing their utility usage (the building manager also does not meter its floors individually, and is unwilling to do so). How should we approach Minimum Program Requirement 6-Sharing Whole Building Energy and Water Usage Data- if we have no reasonable way of attaining the utility usage data?
