To account savings using DCV, we understand that Baseline building ventilation is to be modeled using ASHRAE 62.1 whereas Proposed building ventilation is to modeled as designed.
However our Baseline building is being modeled as 1 system per floor (VAV) whereas Proposed building is being modeled as 2 systems per floor (VAV+DCV and CAV).
As the Proposed building has 2 different systems (1 with DCV and 1 without), can the baseline building still maintain ventilation according to ASHRAE 62.1? Or do we need to separate the baseline building to 2 systems as well?

From your comment above, it appears your baseline is System 5, 6, 7, or 8 as under G3.1.1; this requires that the baseline for these systems be modeled one per floor. Per ASHRAE Appendix G, the baseline and proposed ventilation must be the same unless the proposed building design will have demand controlled ventilation. Please make sure that you are only claiming savings for DCV when it is not required by Section 6.4.3.9 - Ventilation Controls for High-Occupancy Areas. What software are you using for your energy analysis?
