1) I have been carefully looking over the description for achieving this credit under Case, Option 1, and what I find confusing is how it says in the handbook, "Size parking capacity must meet but not exceed minimum local zoning requirements."  When it says "must meet", does that mean the parking capacity should not be less than minimum?  Cause then it says in the LEED Online template for this credit, "must not exceed minimum parking required by local zoning".  So currently the parking capacity for the project in questions is less than what the minimum parking capacity stipulates based on square footage, which would be even more sustainable in my opinion. 

2) Also, the building is a sort of small-business/incubator/R&D type that will be occupied by multi-tenants in different lab spaces, but is located in a University.  Based on the local zoning document I'm reviewing, should I consider this building a "university/college building excluding dormitory" because it a school building, or consider it a "multi-tenant research and development building" which is what it really is?
