I am trying to track down historical information to meet the compliance for the pre-development pathway but am coming up short for finding land cover and contour maps predevelopment. Is there a good resource for this? Or assumptions that could made from readily available resources ie soil maps, etc. Thanks in advance.

If maps of "predeveloped state" exactly for your coordinates do not exist or you failed to find it (since for instance – reasonable 200-300-400 years ago maps states that this plot is already developed), you can provide reasonable assumpsions by apropriatelly qualified professional based on similar state of an undeveloped area near this plot at similar conditions or at an area with similar metheorogical/ecological/etc. conditions.
