We are currently working on a LEED Core and Shell v4 office building on Santiago, Chile. Regarding the issue of mandatory provisions ASHRAE 90.1-2010, if there is a binding lease or sale agreement for the reduction of lighting power density on tenant areas, is there any mandatory requirements for installing lighting controls (occupancy sensor, light sensor for the photocontrol, etc) in order to claim reduction on these areas (not included on the project scope)?

You can only model credit for something if it is mandated by the lease or sale agreement. If these controls are not mandated, then you cannot model them in the Proposed model, which would in turn be penalized in any spaces where these controls would be required by 90.1-2010 (and therefore modeled in the Baseline case).
