"The counted uses must represent at least three of the five categories, exclusive of the building’s primary use category."
This language has posed a challenge for projects in v4/4.1 especially those in the Civic and Services categories. Those two categories are so broad and diverse that well-connected projects can get caught up by not having enough OTHER uses. I appreciate the intent behind this, e.g. not just letting a project in a retail strip earn the credit for being near a lot of stores even if the whole development is isolated and car dependent. I think removing the "exclusive of..." part of the requirement maintains the intent and lets those projects succeed.
"Planned stops and stations may count if they are sited, funded, and under construction by the date of the certificate of occupancy and are complete within 24 months of that date."
Recommend deleting the "complete within 24 months." This is out of the control of the project team and well after the end of the LEED project.
Glad to see the broad and flexible approach to this credit overall, as it will allow projects to choose the approach that best fits their location and resources available. Under v4/4.1 the surrounding density calc was very time consuming and data was not always available, so having alternatives to that option is a positive move. I would recommend allowing the WalkScore option for schools projects as well so they have an alternative to the density calc.
