In order to find how many Low E parking stalls we need to provide, we must multiply the number of parking stalls on our site by 5%. We are a large VA Medical Center with many types of parking, including unrestricted patient and staff parking, and restricted parking such as ADA, Loading, Government Vehicles, Car Pool, Police, Ambulance, and Motorcycle. Do we have to include both restricted and unrestricted types of parking in our 5% calculation, or can we leave some of these parking types out?

If patient and staff parking is separated, you may want to consider Option 3. If this is a shared lot for multiple buildings, you will need to use the FTE for all buildings that use this lot (not just the space(s) you are certifying).
Per LEED Interpretations 10202 and 2516, preferred parking should be distributed appropriately by ratio of parking area (ie. VIP and general parking).
Additionally, please see above FAQ, "Should I consider motorbikes and parking spaces for them under this credit? What about fleet vehicles?" for more information for loading, government vehicles, police, ambulance, and motorcycle spaces.

Hi Allison, I looked for the two LEED Interpretations you reference above but was unable to find them on the web. Also, where is the "above FAQ" that you mention? Is it somewhere on this website? A URL that I can paste into my browser would be helpful.
Patients and Staff use the same parking, so Option 3 is not viable.

The LEED Interpretations database is located at the following link, you can search by the Interpretation number of other terms. http://www.usgbc.org/leed-interpretations
The FAQ I referenced is only visible to LEEDuser members. This forum is a free resource of the LEEDuser website (and feeds to usgbc.org). This forum is run by volunteers.
Basically the FAQ says that you must include all vehicles used for commuting in the calculation, including motorcycles. You need to distribute spaces per use type (cars/motorcycle/etc) following the same ratio as the parking area.
Fleet vehicle and other 'permanent' vehicles, which may include school buses, military vehicles, rental cars, or tractor trailers, are not included in the credit calculation.
