Hi Alison - thanks for raising these issues. Some responses:

1. We assumed that people would print the forms on letterhead, then fill them out and scan them back in to upload. We'll look into providing additional options.

2. We are aware of this contradiction and are working to fix it. For now, the fix is to put the current year in Portfolio Manager and then go in and update the year once the building has been built (via the “edit” option in the General Information section of their account).
