NC-v4 MRc3:Building product disclosure and optimization - sourcing of raw materials

Location Valuation Factor

Hello, 

Do all components of a product have to comply with the 160km sourcing requirements in order to apply the location valuation factor in v4? For example, if the recycled scrap within a steel beam is sourced within 160km can this portion have the regional multiplier attributed to it?
