According to LEEDv4 reference guide, tenants' lighting system must be modeled identically in the proposed building and in the baseline, as specified by Appendix G (unless energy savings are being claimed). In this case, is any evidence required to demonstrate that shops lighting system have a power density identical to baseline (e.g. by means of tenants lease agreement)?

If there is any reason to doubt that the tenants will install lighting under the 90.1 allowance then yes it would be a good idea to ensure that they do so through a tenant lease agreement.
