I am calculating the lighting power density for the retail areas in a mall. In my case, the display area is not defined. There are a large number of tenant spaces. I am confused whether these tenants must comply with the lighting power allowance for retail according to ASHRAE 90.1 section 9.6.2, since this is not a mandatory provision.
Do you know if this should be included in the tenants lease agreement? in which case this has to be calculated? do I have to consider the display lighting in my energy model when I don't know the type of retail product?

This must be modeled identically in any case. So make an assumption based on your experience wtih other similar buildings. It could be no display lighting, it could be some. You don't have to include it in the lease agreement.
