Lighting Controls in Unoccupied Spaces

Good afternoon, I am working on credit EAc3.1 for an EBOM project in an Office Building built in 1904.  I am looking for information with regards to the 100% lighting control statement.  All the occupied spaces are controlled by occupancy sensors and the exterior lights are on timers.  There are unoccupied spaces in the basement, which are not being controlled.  These spaces are storage and mechanical rooms.  My question is, do these spaces require control?  Any information will be appreciated.

You’re correct that lighting controls do not need to be tied to the BAS as long as there are automatic controls are in place. Also, storage spaces and mechanical rooms may be excluded from the requirements for automatic controls. 

Note that all site lighting and all other lighting for critical spaces must be under automatic control. All regularly occupied spaces, stairwells, lobbies, and corridors are considered to be critical spaces but as mentioned above, storage closets and mechanical closets are not considered critical spaces.
