LEED Interpretation #5078 (https://www.usgbc.org/content/li-5078) indicates that at least a 240v conductive power supply (or inductive charger) is the minimum permissible, so level 1 chargers are not allowed. For v3, the number of chargers is tied to the speed they are able to charge a car.
LEED v4 specifically requires Level 2 or greater with a standard connector (i.e. SAE or J1772).
