For electric vehicle charging stations, how are the parameters established for fueling capacity?

I am working on a project with no parking spaces allocated. Can I earn this credit?

Our project is outside the U.S., and the LEED-approved ACEEE Green Score and CARB ratings and classifications don't apply to many vehicles. Is there another approach that is accepted?

Has anyone had an issue using one type of charger vs the other on a LEED project?

LEED Interpretation #5078 (https://www.usgbc.org/content/li-5078) indicates that at least a 240v conductive power supply (or inductive charger) is the minimum permissible, so level 1 chargers are not allowed. For v3, the number of chargers is tied to the speed they are able to charge a car. LEED v4 specifically requires Level 2 or greater with a standard connector (i.e. SAE or J1772).
