Is there a different Table 1: ASHRAE 90.1-2013 Appendix G percentage Improvement that we can use for those projects under LEED v4 but using ASHRAE 90.1-2013?

I am not aware that a simple table was created for 2013 in LEED v4 like one was created for 2010 projects in LEED v2009.
