If a site has a number of buildings already under construction and substantially complete, the design for most of which does not consider LEED requirements, and the client decides to pursue LEED ND how are these buildings classified? can they be considered as existing buildings?

Philippa, 'existing' is defined in the rating system as "being present on the date of an ND certification submission." So any building inside an ND project boundary that has received an occupancy certificate on or before the date of ND cert submission is 'existing' for purposes on the ND project. Note that the operative date is cert submission, not registration.
