Our large classroom building is on a college campus and will only have 3 parking spots total. All 3 will be designated as EV. We won't have any car sharing spots or otherwise. Does this qualify for this credit?

Does it matter how many occupants there are compared to how many parking spaces? We'll have approximately 400 FTE occupants and 800 transient occupants, but the only parking we'll have are the 3 EV spots.

Sometimes the reviewer might question limited parking, however Option 2 is not tied to occupancy counts. Please see the credit form to calculate EV parking equivalency, you will likely have more than 3 EV equivalent parking spaces. LEED reviewers have never made me include parking outside of the LEED project boundary on University projects, but one time I did have to justify the dedicated parking through a narrative.
FYI LEED v4 is clear that parking outside of the LEED project boundary but dedicated to the project must meet the parking requirements for credit achievement.
