I believe the intent of the emphasis on some level of weekend service means both Sat and Sun. If there are 0 trips on Sunday we cannot average with the high number of Sat trips can we? I have a team that needs more than my guidance on this...

Yes, you can average! Agreed that the intent implies that both days should be served, but the ref guide language is pretty clear:
"The number of transit vehicle trips on a weekday. If service varies by weekday, count the weekday with
the lowest number of trips.
· The number of transit vehicle rides on a weekend. If weekend counts are diferent, use an average."
So you'd have to average your Saturday count + 0, but that's noted differently from the "lowest value" required for weekday counts.

Thank you Emily - I know I can average, but I would need concrete proof that we can be without any Sunday service and use a 0. Doesn't comply with the intent of the credit we always used to document. Tough to count on 5 points and then get bad news right? Hoping for more definitive input???

This was the guidance I used and gave others when I worked at GBCI - still no guarantee the interpretation won't change, but I am reasonably confident in passing it along.
