IPpc90 in LEED Online, v4, BD+C, NCMR is "Social equity within the project team." Not "...the operations and maintenance staff." My comment is regarding the Project Team Pilot credit.
This credit is easily do-able for USACE in-house design. Govt agencies support all the concerns in Option 2. It takes a bit of digging to document. After that we can now apply it to all our in-house design projects without any extra work.
