Interpretation of the Net usable program area for area calculations

"Net usable program area" is defined as follow : the sum of all interior areas in the project available to house the project's program. It does not include areas for building equipment, vertical circulation, or structural components. 

Does that mean we have to include rooms that are supporting the building's program ? As an example, that would include : recycling alcoves, handwashing stations, toilets, medical equipment storage room, maintenance equipment storage room ?

My interpretation is that all circulation - stairs, elevators and corridors and all service areas - mechanical, electrical rooms, storage rooms, recycling areas etc. can be excluded. Restrooms would be included as part of the net usable program area. Walls and structural columns would be excluded from the calculations. You can take quantity take-offs as carpet area and exclude the areas you want.
