NC-2009 SSc8:Light Pollution Reduction

Interior lighting for residential project

Hi all, I am working on a residential multi-dwelling building. For a residential building it is impossible to control or decide the interior lighting for the apartments. Is this credit therefore impossible for us to get? We are only able to control/shield lighting in the general spaces, like entrances, stairwell. This credit is designed for a commercial project, can we write a narrative describing the situation and still meet the requirements?
