The Innovation Credit O+M Starter Kit for Core and Shell Projects states that a copy of a legally binding purchase and lease agreement must be submitted demonstrating that tenants meet the requirements of the LEED O+M Strategy. 

1. Is it sufficient that the strategy is implemented by the building and site management?

2. Do the policies need to be attached to the leases?

3. What if the building does not yet have signed leases?
