We're working on a multi-family residential project that includes less than 10% of the gross floor area as leasable tenant space. This space is currently unoccupied or incomplete, in LEED-speak, and will not be built out by the project owner but by whoever leases the space. We have included this area and the associated FTE's and transient users in our PIf3 forms. Are we required to include the area in our Supplementary Daylight and Views spreadsheet for Credit IEQc8.2? If so, do we diagram the views for the empty space? If not, do we upload a narrative to L-10 describing why there is more than a 10% difference between the Regularly Occupied Space totals in PIf3 and IEQc8.2?

This is all assuming your project registered after LEED Interpretation 10102 was posted:
Based on my reading of that interpretation, I would expect that you need to address the fit-out of the space in the required Tenant Guidelines documentation (since it will be fit-out by the leasee). But you shouldn't need to include it in your base credit calculations of IEQ8.2. LI 10102 only specifically says that the future space needs to be considered in the calculations of WEp1 and EAp2 (and their associated credits).
