I went through the regularly occupied spaces matrix provided in the USGBC website and it does not mention community centers. We are currently working on a building project that will serve as a community center and also as a field operations center for an adjacent fire station. Does the lobby count as a regularly occupied space? The lobby in this instance will serve also as a waiting/standing space for community events.
Thank you.

In this case the lobby in your project would not be considered regularly occupied.
In the space matrix, eventhough it does not list every building type and space, you can usually extrapolate whether a space would be considered when using a similar building type to compare.

Thank you Todd. The lobby will have a full time receptionist (as this is also a field operations center), would this factor make it a regularly used space?

The area of the receptionist desk within the lobby space would be considered regularly occupied and need to be included in the calculations.
