I am modeling an existing office that is being "re-shelled" and having all of it's windows replaced as well as some HVAC Plant and HVAC zone terminal upgrades in 7 of the 9 floors which are unoccupied and will not have a lighting design, but also has 2 floors that will remain untouched (except for the window replacement) and remain occupied by the tenant throughout the renovation as well as an underground parking garage that is not in the scope of the renovation. According to 90.1, this would be considered an alteration of an existing building. Am I correct in concluding that only areas that are within the scope of the renovation must comply with the mandatory provisions of 90.1 and areas that are untouched during this renovation do not need to comply with the mandatory provisions of 90.1?

Also, according to Table G3.1 the existing systems are to be modeled in the proposed as installed whether or not they have these mandatory controls, correct? The baseline model, however, would have the required mandatory controls in all areas both inside and outside the scope of the renovation?
