How to justify that a parking garage is ventilated enough?

We have some problems to justify that an exterior parking with a covered part meets the Table 6.5 minimum exhaust requirements. The covered part is one-side opened so we can't apply the exception when two or more walls are at least 50% open (in our case, one wall 100% opened). We are convinced that the opening is enough for natural ventilation of only 10 cars.

Is there any way to compute the exhaust rate, in order to justify that it is above the ASHRAE 62.1-2010 standards (3.7 l/s·m2) or Europe standards, without the need of a CFD modelling?
