Shenhao, GIBp1 and c1 require that buildings be certified by a LEED program, or by a program that has either been accredited by an IAF accreditation body or that can demonstrate compliance with applicable ISO standards for independent, impartial, third-party certification reviews. A LEED-ND rating system addenda regarding this requirement is available at http://www.usgbc.org/ShowFile.aspx?DocumentID=7048. You should also review the GIBp1 supplemental guidance available at http://www.usgbc.org/ShowFile.aspx?DocumentID=9543. For GIBp1 and c1 buildings, a LEED-ND submission must include confirmation that the buildings have been LEED registered or certified depending on project stage, or confirmation that the buildings have been registered or certified through an alternative certification program that meets applicable ISO requirements. If you are interested in using a Chinese certification program, you should first inquire about its international accreditation status, and then I recommend you share that information with USGBC technical assistance staff to determine whether in their opinion the Chinese program meets the GIBp1/c1 requirement.
