We are doing a LEED ID+C project, going for V4.1. We got a comment from GBCI under EAp2 that we need to provide envelope compliance form. But, as a interior project we have no control on the building envelope and the building is pretty old, and not fulfill the ASHRAE latest standard. How to resolve this issue then?

Which option are you pursuing? Are there any envelop improvements (i.e. work done on exterior walls or window replacement) included in your IDC scope of work?

If no envelope modifications are included in our scope of work for the LEED ID+C project, how should we set up the Baseline and Proposed models for energy simulation? Does this mean we are exempt from complying with the envelope Mandatory Provisions under ASHRAE 90.1-2016?

The proposed should be as it currently exists. The baseline should be according to 90.1-2016 minimum. You do not have to meet the mandatory provisions for envelop because you are not upgrading the envelop therefore the code requirements do not apply.

In such case envelope wasn't modeled – interrior was completely interrior %^), in my case it was: "As it is an interior space with no contact with outdoor environment, we model only adiabatic partition walls" in proposed and baseline cases.
Envelope compliance wasn't seeked.
