how can we do calculations to determine cost-effectiveness for the incremental cost of the entire system and individual end-uses.

The cost under option 2 is based on the total energy cost of the project. If the annual energy cost is $100,000 then you have a metering system budget of $30,000 for Path 1 and $50,000 for Path 2. The annual energy cost could be based on the modeling results or actual usage if you have it.
