Our design review came back and for this credit they are asking to provide specs for all the lamps used for the credit including the emergency lamps. We have tried to find lamps with the specs showing the uplight rating needed for the BUG method but all the manufacturers are telling us this is the first time they hear that this is needed for this lamps. Could you advise?

You didn't give many specifics but I'll try to help.
First off is the terminology. I think you meant fixtures, not lamp. Yes, every light fixture on the site needs to be included. Even rarely used fixtures like emergency lighting.
What is the Emergency fixture? Adjustible fixtures don't work with BUG ratings.
Does the manufacturer have an IES file. (or equivalent) I think most commercial manufacturers have IES files available. If you get this then you can get the BUG value of the fixture. Save the IES file on your computer, go to this link, and upload the file. The 2nd page of the report will tell you the BUG rating.
