A project pursuing LEED CS 2009 is located in a research park and is subject to the research park's design guidelines. Per city zoning, there is no requirement for open space. There is an open space requirement within the park guidelines. In the absence of a zoning requirement, are the park design guidelines enforceable from a LEED perspective?

I would say yes, the requirements in the park design guidelines will be your local open space requirements.
