Hello,
We are designing a hotel project in a rural remote area in Saudi Arabia, and have an issue figuring out which Lighting Zone the project falls under.
Under the MLO guidelines, "Selection of lighting zone or zones should be based not on existing conditions but rather on the type of lighting environments the jurisdiction seeks to achieve." Since this is a hotel project, lighting zone 2 appears to be appropriate, as ambient lighting levels will be required for hotel guests.
However, according to the LEED V4 guidelines, the lighting zone of the project property must be met "at the time construction begins." This would force us to use Lighting Zones 0 or 1, and not be able to meet the credit requirements.
Do we have a case for using lighting zone 2 for this project?

The MLO also says in the same paragraph, "For instance, new development on previously rural or undeveloped land may be zoned as LZ-1."
The text in the LEED credit language and LEED Refernce Guide overrides the text in other guides for the purpose of LEED credits.
"The MLO lighting zone for the project is based on the lighting zone of the immediately adjacent property at the time construction begins."
I would recommend LZ1 for this project based on what you have described.

I agree with Bill's analysis and conclusion of LZ1 as the correct lighting zone.
