I have a question regarding the horizontal and vertical footcandles.
In our understanding, the horizontal footcadle means that the illuminaiton is measured at horizontal plane (i.e. pavement), while the vertical footcandle means that the illumination is measured at vertical surface (i.e. wall). From this it follows that at the LEED boundary, the photometric plan should include two numbers - vertical as well as horizontal illuminance value. However, in the Annotated Photometric Plans example in the Documentation Toolkit, there is just one number. Shouldn't there be two? Or is just the higher one reported? Or perhaps I am missing somenthing?
