I am working on a project in a rural NC town which has a historic district in its downtown area.  Our project is downtown however the historic boundary goes around our block essentially surrounding it on 3 sides.  It was not included in the historic boundary because it does not have any historically contributing buildings.  Our building does not have to conform to the historic guidelines by code/law however we feel it must contribute to the vibrancy and historic nature of the downtown.

We feel this meets the objective of the High Priority site by adding to the vibrancy and health of the surrounding area.

The project is a government complex so it will attract and draw many citizens in the county that need to use county services.
