Can you define what "heat rejection" is? I'm not exactly sure which energy counts towards "heat rejection".
Is it the amount of energy that the cooling unit needs to eject the heat into the environment?

Yes. This is most clearly illustrated with a cooling tower associated with a water cooled system but there is heat rejection in air cooled systems as well.
