I'm using v2009_Minimum Energy Performance Calculator_v09.xlsm
In the tab "Air-Side HVAC" it specifies that energy recovery is required "For Baseline, any individual systems where supply airflow rate exceeds value in Table 6.5.6.1". It seems that it is reffering to addendum e, since according to the original version of ASHRAE 90.1-2007 as for baseline model energy recovery is modelled when the system has both a design supply air capacity of 2400 L/s or greater and a minimum OA of 70% or greater of the design supply air quantity.
Is the use of addendum e mandatory or can I consider the original version of ASHARE 90.1-2007?
I know that addeneda are not mandatory generally, but I'm wondering whether a LEED interpretation about this particular issue exists.

It is not mandatory. The MEPC was originally created for LEED v4/90.1-2010. It was then modified back to 90.1-2007. I think some stuff was missed.

what version of ASHRAE 90.1 the eQuest 3.65 build 7175 creates the baseline building?

eQUEST does not automatically build the baseline building.
