I have a healthcare project in two phases. The main building sits on a campus that will later include 6 other buildings. The owner wants to certify only the main building. Phase 1 will build approximately 60% of the total GFA of the whole, using the footprint of the Phase 2 portion for external parking. Phase 2 incorporates covered parking when it takes over the external parking site. Phase 2 is scheduled to begin construction 5 years after Phase 1 is completed. I've tried to find out the following answers, am certain that they are published somewhere but cannot locate them and nothing is coming through a web search either:

1. For the site credits for example Open Space, do we count the footprint of the building as though it is Phase 1 (to be constructed for the initial LEED certification) or Phase 1+ Phase 2 (potentially a LEED EBOM certification)?  I feel that it should be Phase 1 + Phase 2 as this is the intended permanent design. 

2. If the parking lot is temporary, does it have to be included in the parking credits (i.e. fitted with electric car chargers and signage) in order to earn those credits?

 3. Is there any other potential impact of Phase 2 on the initial Phase 1 certification project?
