We have a tenant with several full floors being built out in a new core and shell building. Does the gross SF for the purpose of the flush out need to include what would be considered core spaces like stairs and elevator shafts? What about ground floor lobby spaces that are served by base building systems and not tenant systems?

The GSF flushed out should match the GSF being used in the PI form for the project, and elsewhere throughout. For CI, it should include everything within your project boundary. The reviewers check for consistency in numbers across all of the credits.
